You are looking at a Vintage Christmas Spotlight, appears to be made of aluminum, no markings that I could find, I would have thought it home made if the base and top didn't match so perfectly, base measures about 5 1/2" and the top part 7" long, in good working and fits current spotlight bulbs although a wiring upgrade might be order if you are going to use it often, has some color loss but still in good condition, a very interesting piece, never seen anything quite like it I would think it had a color wheel at some point in time.
